Transportable pressure equipment
Transportable pressure equipment consists of specified products that fall under Act No. 22/1997 Coll. within the harmonized scope. Government Regulation No. 208/2011 Coll. implements Directive 2010/35/EU of the European Parliament and of the Council on transportable pressure equipment.
Government Regulation No. 208/2011 Coll. does not apply to transportable pressure equipment used exclusively for the transport of dangerous goods between Member States and third countries operated in accordance with Article 4 of Directive 2008/68/EC.
The transport of dangerous goods between Member States and third countries shall be permitted provided that the requirements of ADR, RID, or ADN are met and unless the Annexes to Directive 2008/68/EC provide otherwise.

Transportable pressure equipment includes:
- all pressure vessels and, where applicable, their valves and other accessories covered by Chapter 6.2 Requirements for the Construction and Testing of Pressure Vessels, aerosol dispensers, small gas-containing containers (gas cartridges), and fuel cell tanks containing liquefied flammable gas under international conventions on the transport of dangerous goods
- ; tank and battery vehicles and wagons, demountable tanks, tank containers, interchangeable tank bodies with tanks made of metallic materials and multi-element gas containers (MEGCs), and, where applicable, their valves and other accessories covered by Chapter 6.8 Requirements for the design, manufacture, equipment, type approval, testing, and marking of tanks, non-removable tanks (tank vehicles), removable tanks, tank containers, and swap body tank superstructures made of fiber-reinforced plastics (FRP) international conventions on the transport of dangerous goods
- small gas-containing receptacles (UN 2037) (gas cartridges)
- aerosols (UN 1950)
- ,
- open cryogenic vessels
- , compressed gas cylinders for breathing apparatus
- ,
- fire extinguishers (UN 1044)
- , and equipment exempted from the scope of international conventions on the transport of dangerous goods under Subsection 1.1.3.1 of these conventions
- equipment exempted from the requirements for the construction and testing of containers under the special provisions in Chapter 3.3 Special Provisions for Certain Substances or Articles of the international conventions on the transport of dangerous goods
Only transportable pressure equipment that:
Obligations of Economic- has been manufactured in accordance with the relevant requirements of Part 4 and Chapters 6.2 and 6.8 of the international conventions on the transport of dangerous goods,
- meets the relevant technical requirements of the provisions of Part 4 and Chapters 6.2 and 6.8 of the international conventions on the transport of dangerous goods,
- is accompanied by technical documentation,
- has undergone a conformity assessment procedure,
- has been affixed with a conformity mark,
- and is accompanied by: a declaration of conformity, a copy of the design type approval certificate in accordance with the relevant provisions of the International Conventions on the Transport of Dangerous Goods, a copy of the product conformity certificate in accordance with the relevant provisions of the International Conventions on the Transport of Dangerous Goods,
- and a document bearing the importer’s first and last name and place of business.
OperatorsThe obligations of the manufacturer, importer, and distributor are set forth in Section 4 of Government Regulation No. 208/2011 Coll. The manufacturer may appoint an authorized representative and empower him or her to perform his or her duties in accordance with Act No. 22/1997 Coll. and Government Regulation No. 208/2011 Coll. The obligations of the authorized representative are set forth in Section 5 of Government Regulation No. 208/2011 Coll.
Conformity
AssessmentConform ity assessment may only be performed by a person who has been notified pursuant to Section 11 of the Authorization Act No. 22/1997 Coll.
Only a person who meets the requirements of
- the Czech technical standard ČSN EN ISO/IEC 17020 "Conformity assessment - Requirements for the operation of various types of bodies performing inspection" for a Type A inspection body (i.e., in accordance with Annex A, Part A.1 Requirements for inspection bodies
(Type A)), - as specified in Subsection 1.8.6.8 of the international conventions on the transport of dangerous goods.

Conformity assessment is performed for:
a) UN pressure vessels, their valves, and other accessories
; b) non-UN pressure vessels, their valves, and other accessories; c) gas cartridges; d) tank and battery vehicles and wagons, demountable tanks, tank containers, interchangeable tank bodies with tanks made of metallic materials and multiple-element gas containers (MEGC)*, their valves and other accessories
; e) removable parts of transportable pressure equipment that can be refilled

procedures:
- in accordance with Section 6.2.2 Requirements for UN pressure receptacles of the international conventions on the transport of dangerous goods for a)
- in accordance with Section 1.8.7 Procedures for conformity assessment and periodic inspection of the international conventions on the transport of dangerous goods for a), b), d)
- in accordance with Section 1.8.8 Procedures for conformity assessment of gas cartridges of the international conventions on the transport of dangerous goods for c)
- procedures in accordance with Chapter 6.8 Requirements for the construction, equipment, type approval, inspection, testing, and marking of non-removable tanks (tank vehicles), removable tanks and tank containers and tank swap bodies with tanks made of metallic materials, as well as battery-powered vehicles and multi-element gas containers (MEGCs) under the international conventions on the transport of dangerous goods for d)
. Periodic, intermediate , and special inspections are performed on this equipment to verify that the transportable pressure equipment continues to comply with the requirements specified in its technical documentation. A request for the relevant inspection is submitted by the owner of the transportable pressure equipment or the person using the equipment. The scope, content, and intervals of inspections are specified in Section 1.8.7 and Chapters 6.2 and 6.8 of the international conventions on the transport of dangerous goods. The inspection may only be performed by a person who has been notified pursuant to Section 11 of the Authorization Act No. 22/1997 Coll.
Only a person who meets the requirements of

for a Type A inspection body (i.e., in accordance with Annex A, Part A.1 Requirements for inspection bodies
(Type A)) or a Type B inspection body (i.e., in accordance with Annex A, Part A.2 Requirements for inspection bodies (Type B)), - as specified in Subsection 1.8.6.8 of the International Conventions on the Transport of Dangerous Goods.
Marking of Transportable Equipment
: The conformity mark may only be affixed to transportable pressure equipment and its removable parts that have been manufactured in accordance with the relevant requirements of the international conventions on the transport of dangerous goods , meet the relevant technical requirements of these provisions, and for which compliance with these requirements has been verified through a conformity assessment procedure in accordance with Government Regulation No. 208/2011 Coll.
Annex No. 3 to Government Regulation No. 208/2011 Coll. sets forth the requirements for the graphic representation of the conformity mark (the “pi” mark), including the minimum height of the mark.
The conformity mark shall be affixed to the transportable pressure equipment or to its manufacturer’s plate prior to placing it on the market in a visible, legible, indelible, and permanent manner. The conformity mark shall also be affixed to removable parts of the transportable pressure equipment with a direct safety function. The identification number of the notified body that carried out the conformity assessment shall be indicated after the conformity mark.
