Act No. 22/1997 Coll. in Section 6c allows for so-called "sponsored access" to technical standards in cases where a legal regulation contains an exclusive reference to a technical standard; this technical standard becomes binding, and there is an obligation to comply with it. However, this legal provision respects the rules of European and international organizations regarding copyright and does not provide the public with completely free access to technical standards. Under sponsored access, a technical standard is purchased, for example, by a government agency. A practical example is the Ministry of Regional Development of the Czech Republic, which has concluded a contract with the ČAS Agency for access to standards in the field of electronic invoicing, as well as the European Commission for standards on personal protective equipment (surgical gowns, masks, face coverings, gowns, gloves), and the Ministry of Agriculture also sponsors standards. Sponsored standards are available on the ČAS Agency website under “Sponsored Access to Selected ČSNs.” This is a service that provides free access to selected standards following a simple registration. Published ČSNs are available for read-only access. In the event that the ČAS Agency is dissolved, the availability of mandatory technical standards will be ensured by ÚNMZ.
