The RAPEX System

On December 13, 2024, RAPEX was replaced by the new Safety Gate system.
RAPEX is a rapid alert system for dangerous non-food consumer products. It is used to report direct and indirect risks to the health or safety of consumers who may come into contact with dangerous products. The aim of RAPEX is to ensure the rapid exchange of information between Member States and the Commission regarding measures taken by Member States to prevent, restrict, or impose conditions on the placing on the market or use of products that may pose the aforementioned risks. In addition to enforcement measures imposed by the relevant supervisory authorities, notifications to the RAPEX system also include voluntary measures taken by manufacturers and distributors. RAPEX is a weekly updated database of these notifications, which originate either from manufacturers or distributors who have discovered that they have placed dangerous products on the market and voluntarily report this fact to the competent national authority, or from cases of dangerous products identified by national market surveillance authorities. RAPEX system was originally based on Commission Decision 2004/418/EC, which establishes general principles for the management of the Community Rapid Information Exchange System (RAPEX) and for notifications submitted in accordance with Article 11 of Directive 2001/95/EC Commission Decision 2004/418/EC was repealed and replaced by Commission Decision 2010/15/EC, which is no longer in force. Commission Implementing Decision (EU) 2019/417, which lays down guidelines for the management of the European Union Rapid Alert System “RAPEX” established under Article 12 of Directive 2001/95/EC on general product safety and its notification system, repeals and replaces Commission Decision No. 2010/15/EC.A consolidated

The new Commission Implementing Decision (EU) 2019/417 reflects developments aimed at ensuring better notification procedures, updates outdated terminology and references, and responds to the increase in cross-border online sales.
